The regulators are different (which matters more than you think)

South Australia licenses builders through Consumer and Business Services (CBS). Victoria licenses through the Victorian Building Authority (VBA). A licence in one state does not transfer to the other. A national brand you know from Adelaide may or may not carry an active VBA registration in Melbourne - always check the state-specific public register before shortlisting.
