A Melbourne pool is one of the highest-margin, lowest-disclosure trades in the state. Advertised prices almost never include the site cost, fencing, coping, paving, electrical, plumbing or council permits you will actually pay. This guide walks through the real all-in cost, the Victorian pool safety regulations that catch owners out, the difference between fibreglass and concrete for Melbourne clay, and how to interrogate a quote before you sign.
Excavation and spoil removal: $5,000-$22,000 depending on soil, slope and site access. Shell (fibreglass) or gunite (concrete): the biggest single line item. Coping and paving 1.5m perimeter: $8,000-$25,000. Compliant safety barrier (mandatory): $4,500-$15,000. Electrical + plumbing + pump + filter: $5,500-$11,000. Council building + planning permits: $2,500-$7,500. Neighbours in inner-Melbourne suburbs (Yarra, Stonnington) sometimes trigger a planning-permit objection that adds 3-6 weeks and $2,500-$8,000 in dispute-resolution cost.
Fibreglass suits about 75% of Melbourne backyards. It goes in 3-6 weeks, shells cost less, and the smooth gel-coat resists Melbourne's water staining much better than concrete render. Concrete gives you unlimited shape, size and depth (perfect for lap pools or infinity edges in Bayside and Boroondara) but takes 3-5 months and needs re-rendering every 12-18 years. Both handle Melbourne reactive clay if the engineer specifies deeper piering - this is the one line item where you never accept the cheapest option.
Every pool in Victoria needs a building permit AND a planning permit from your council. Application typically runs 6-14 weeks in Melbourne metro. Every pool with water deeper than 300mm must have a compliant safety barrier meeting AS 1926.1-2012. Pools built after 30 April 2010 require a Certificate of Compliance every 4 years.
