A pre-purchase plumbing inspection at offer stage plus a CCTV camera drain survey ($400-$650) will tell you what you need. Budget $9-18k for a full replumb if both are needed.

Three checks: (1) VBA Plumbing licence register at vba.vic.gov.au/practitioners/register - the plumber must hold current Class 1 licences covering the work in scope; (2) Compliance Certificate policy - every regulated plumbing work must be lodged with the VBA within 5 business days; insist on receiving the certificate copy before final payment; (3) Public liability insurance (minimum $10m) plus references from 3 completed jobs in the last 12 months.
5-15% above Melbourne median trade rates. Contributing factors: heritage-detail skill premium, tighter site access on established streets, specialist trade selection (heritage plaster, cast iron, leadlight, sympathetic joinery), and premium finish-level expectation on Reservoir projects. Trade rates in Reservoir track closer to inner-Melbourne premium rates than to greenfield growth-corridor rates.
