The clay under the house swells when wet and shrinks when dry, and the footings ride up and down with it. The cracks are the house trying to keep up.
Adelaide's eastern and north-eastern plains and Melbourne's western basalt plains sit on highly reactive clay (Class H1, H2 or E in AS 2870). Seasonal moisture change moves the ground by tens of millimetres. Modern slabs are engineered for it with deep edge beams or waffle pods; pre-1990s strip footings were not. Trees, leaking pipes, poor drainage and a hot summer all make it worse. The Bay of Biscay name comes from the wavy road surfaces the clay produces.
Manage moisture first: fix leaks, redirect stormwater, keep garden beds and big trees away from the footings, and keep the ground evenly damp with a soaker in drought. If movement is structural, underpinning (screw piles or resin injection under the footings) at the affected corners. Cosmetic crack repair alone lasts one season.

Hairline and seasonal cracks under 5mm are normal on these soils. Walk away from cracks over 15mm, cracks that keep widening after moisture is managed, or a house that has been underpinned once and is moving again.

For anything beyond hairline cracks, yes. A structural engineer's report ($600-$1,500) tells you whether it is cosmetic or structural and what to do. Underpinning companies will happily quote without one; do not let them.
Yes, in site costs. A Class H site needs a stiffer, more expensive slab, and articulation joints in the brickwork. Get the soil test before you sign a fixed site-cost allowance.
