The vetting checklist that applies to every Melbourne specialist

  • Ask when they typically engage - some custom builders join at concept sketch, others tender only on complete Contract Documentation drawings
  • Ask for their prime-cost (PC) and provisional-sum (PS) allowance policy - PC/PS variances are the number-one source of custom-build overspend
  • Ask for three completed custom homes handed over in the last 24 months with the client's permission to inspect
  • Ask which architects and building designers they have completed multiple builds with - relationship builders resolve documentation ambiguity faster
  • Verify current VBA registration and category on the public register at vba.vic.gov.au/practitioners/register
  • Verify no active or recent disciplinary decisions on the VBA disciplinary decisions list
  • Confirm Domestic Building Insurance (DBI) will be issued in the builder's name for your contract price under VMIA (all residential work over $16,000)
  • Search the ABN on abr.business.gov.au - name, GST status, date of registration
  • Confirm the entity is not under external administration on the ASIC register

The two custom-build contract models

Custom builds run under one of two contract frameworks in Victoria: fixed-price ABIC/HIA/MBAV template with a robust PC/PS schedule, or cost-plus with a not-to-exceed cap. Fixed-price is the default and fits 90% of custom briefs. Cost-plus is legitimate only for briefs with genuine unknowns (heritage restoration, complex ground conditions, difficult access) and requires a written management fee arrangement.

The four red flags that end the conversation

These four signals correlate strongly with builders who have failed or entered administration in Victoria in the last three years. Any of them = walk away.

  • Requested deposit exceeds 10% of contract value (Victorian DBC Act caps deposits at 5%)
  • Vague or evasive answer on DBI eligibility for your specific contract price

How is a custom builder different from a project builder?+

Project builders work from a repeatable base-plan library and offer limited variations. Custom builders start from your brief with bespoke drawings for every project. Custom typically costs $700-$1,500 per m² more than equivalent project work.

Should the architect or the builder come first?+

For custom, architect first (ARBV-registered) - complete Contract Documentation drawings, then tender to two or three custom builders. This is the safest way to compare like-for-like pricing.

What is a prime-cost allowance and why does it matter for custom?+

A PC allowance is a placeholder budget for an item you have not yet chosen at contract signing (tiles, tapware, appliances). If you spend more than the PC allowance, you pay the variation. Custom-build PC variance can add 10-20% to contract value. Get PC allowances set realistically at contract stage.

Does DBI apply to custom builds?+

Yes. All residential work in Victoria over $16,000 requires Domestic Building Insurance through VMIA regardless of custom or volume delivery model.

    DB-U for unlimited domestic work. Check it on the VBA register and the disciplinary register.

    DBI is mandatory before more than a 5% deposit. No certificate, no deposit.

    What soil class is my block and is the slab priced for it?

    Basalt clay in the west is Class H to E. A "standard" site allowance is a variation waiting to happen.
