A pergola with a solid or semi-solid roof (louvre, polycarbonate, tile) counts as a "building" under Clause 54 and must meet ResCode side setback rules - typically 1-1.5m from the boundary. Where the pergola sits in view of a heritage streetscape or attaches to the visible front elevation, Stonnington City Council heritage assessment applies to the roof form and material palette.
Usually only if the pergola triggers ResCode boundary setback failure, exceeds 20m², is visible from the street inside a Heritage Overlay, or exceeds 3m in height. Motorised opening louvre roofs are treated as solid roofs for ResCode purposes. Get a pre-application view from Stonnington City Council planning before you finalise design.

Do all three before you pay any deposit.
20-35% above Melbourne median trade rates - tighter access on narrow streets adds material handling premium. Contributing factors: heritage-detail skill premium, tighter site access on established streets, specialist trade selection (heritage plaster, cast iron, leadlight, sympathetic joinery), and premium finish-level expectation on Prahran projects. Trade rates in Prahran track closer to inner-Melbourne premium rates than to greenfield growth-corridor rates.
