Fix the soil before anything else
Builders compact the ground with heavy machinery and often leave only 50mm of poor topsoil. Grass roots need loose, free-draining soil at least 100mm deep. Rip or rotary-hoe the surface, remove rubble, then spread and level a quality sandy loam or turf underlay. This step decides whether the lawn thrives or struggles for years.
