Building Surveyors in Melbourne: the RBS Explained
In Victoria the owner must appoint a Relevant Building Surveyor, not the builder. Here is what the RBS actually does, how private and municipal surveyors differ, and what to check before you appoint one in 2026.

What a Relevant Building Surveyor does
The Relevant Building Surveyor (RBS) is the independent professional who issues your building permit, carries out the mandatory inspections through the build (footings, frame and so on), and issues the Occupancy Permit or Certificate of Final Inspection at the end. The permit itself runs through a Building Permit Number (BPN) applied for via the Building Activity Management System (BAMS).
Crucially, in Victoria the OWNER appoints the RBS, not the builder. This is a legal requirement designed to keep the surveyor independent of the builder they are inspecting. You can appoint a private building surveyor or your council's municipal building surveyor.
Private versus municipal, and independence
A private building surveyor is a registered practitioner you engage directly; most Melbourne new builds use one. A municipal building surveyor is employed by your council. Either can issue the permit and carry out inspections. Private surveyors are usually faster and are the norm for volume and custom new homes.
Because the RBS signs off that your home is safe and compliant, their independence matters. Be wary of simply defaulting to whoever the builder suggests without checking; the appointment is yours to make, and the surveyor works to the regulations, not to the builder.
What to check before you appoint one
Confirm the surveyor is currently registered on the Building & Plumbing Commission practitioner register (the BPC replaced the VBA on 1 July 2025). Ask what their fee covers, how many inspections are included, their turnaround on permit issue, and how quickly they respond during construction.
BuildPilot does not employ building surveyors. We help you understand the appointment, and shortlist registered Melbourne surveyors so the choice stays independent of your builder.

Who appoints the building surveyor in Victoria?+
The property owner appoints the Relevant Building Surveyor, not the builder. This is a legal requirement in Victoria that keeps the surveyor independent of the builder they are inspecting. You can choose a private surveyor or your council's municipal surveyor.
What is the difference between a building surveyor and a building inspector?+
The Relevant Building Surveyor is the statutory authority who issues the building permit and the Occupancy Permit and carries out the mandatory stage inspections. An independent building inspector is someone you can engage privately for extra defect inspections (for example at frame and handover) for your own peace of mind; they do not issue the permit.
Do I need a building surveyor for a renovation or extension?+
If the work needs a building permit, yes, a Relevant Building Surveyor must issue it and inspect the work. Minor exempt works may not need a permit, but check with a surveyor first; getting this wrong causes problems at sale time.
How do I check a building surveyor is registered?+
Search the Building & Plumbing Commission (formerly VBA) practitioner register at vba.vic.gov.au. Only registered building surveyors can issue permits in Victoria. Confirm registration and category before you appoint.
What does a building surveyor charge in Melbourne?+
Fees vary with the size and complexity of the build and how many inspections are involved. Get the fee in writing with the inclusions spelled out, and compare across two or three registered surveyors rather than defaulting to the builder's suggestion.
