Your Melbourne east council approval guide
City of Manningham covers Melbourne's middle-east, Doncaster, Templestowe, Bulleen, Park Orchards, Warrandyte and Wonga Park. Two forces dominate planning decisions here: significant tree protection (mature eucalypt canopy across most of the municipality) and bushfire management (Warrandyte and Park Orchards sit in high BAL zones). Manningham is not a growth-corridor council, but its planning permit turnaround is faster than inner-Melbourne councils (Yarra, Stonnington, Boroondara).
Significant tree overlay
Manningham has one of Melbourne's strongest tree-protection frameworks. Any tree over 4m tall / 40cm trunk usually requires an arborist assessment before construction nearby. Removal permits refused about 60% of the time. Budget $1,500-$4,500 for an arborist report + council application. Build design often needs to move to preserve trees, not the other way around.
Bushfire Management Overlay (BMO)
Warrandyte, Park Orchards, Wonga Park and eastern Templestowe sit within a BMO. Every new build in these suburbs needs a Bushfire Attack Level (BAL) assessment and BAL-compliant construction. BAL-19 to BAL-29 is typical. Adds 15-30% to build cost and requires ember-resistant materials.
Steep block engineering
Many Templestowe and Warrandyte blocks are steeply sloped. Piered footings, retaining walls, and split-level design common. Budget $30,000-$80,000 in additional site cost vs a flat block. Get contour survey + engineer sign-off before signing.
Manningham planning permit timeline
2-5 months for standard planning permits (faster than inner-Melbourne). BMO-referred applications: 4-7 months. Neighbour objections on Doncaster hillside overshadowing views trigger frequent VCAT reviews.
Victoria separates planning permits (about land use, from your council) and building permits (about construction methods, from a Relevant Building Surveyor). You usually need the planning permit FIRST, then the building permit.
Check zoning + overlays
Use VicPlan (planning-schemes.app.planning.vic.gov.au) or your council's interactive map to identify the zone, any heritage overlay, character area, environmental overlay or growth area zone that applies to your block.
Planning permit (if required)
If your project needs a planning permit (most heritage / character-area / larger developments do), lodge with your council. VicSmart is a fast-tracked pathway available for some minor applications.
Appoint a Relevant Building Surveyor (RBS)
The RBS must be appointed by the OWNER (not the builder). Choose either a municipal or private building surveyor. This is a legal requirement in VIC.
Building Permit Number (BPN) via BAMS
Your RBS applies for a 13-digit BPN through the Building Activity Management System (BAMS). Since 26 November 2025 a new formula for the Calculated Cost of Works (CoW) applies. New BAMS reporting fields (including mandatory architect status) took effect 20 March 2026.
Building Permit Levy
Required for works costing over $10,000. Rate: 0.00064 general levy + 0.00064 DBDRV levy of the CoW. Pay via the BPC secure portal (BPAY or card). Your RBS cannot issue the permit until the BPN is received.
Construction, inspections + occupancy
Build proceeds under RBS inspection at prescribed stages. On completion, the RBS issues an Occupancy Permit (or Certificate of Final Inspection for extensions).

Use VicPlan (mapshare.vic.gov.au) and toggle the "Bushfire" layer. If your block sits inside a Bushfire Management Overlay (BMO) - common in Warrandyte, Park Orchards, Wonga Park and eastern Templestowe - you must get a certified Bushfire Attack Level (BAL) assessment ($650-$1,800) before designing the home. BAL rating dictates materials and construction methods.
Rarely without significant resistance. Manningham refuses about 60% of tree removal applications where the tree is Significant (over 4m / 40cm trunk). Council usually asks the design to move around the tree. Budget 6-10 weeks of extra planning time if tree impact is involved.
VicSmart minor works: 10-30 business days. Standard planning permits: 2-5 months. BMO-referred applications: 4-7 months. Applications requiring both tree and bushfire referrals routinely run 6-8 months. Book a pre-application meeting with council to shortcut back-and-forth.
