Real 2026 Victorian pricing by build class, the GAIC and Section 173 costs that catch outer-growth buyers, and how to compare quotes properly.

Volume/project home (3-4 bed, single storey, flat block): $430,000 to $600,000 turn-key across Wyndham, Casey, Melton and Whittlesea growth corridors. National volume builders operating at scale in Melbourne hit this bracket. Semi-custom (design tweaks on a fixed range): $600,000 to $850,000. Full custom (bespoke architect / builder collaboration in inner + middle ring): $850,000 to $1.8M. Add 15 to 30% for double-storey and 15 to 25% for character overlay suburbs like Fitzroy, Brunswick, Malvern and St Kilda.
Site cost is what the builder charges AFTER a standard slab because your specific block needs extra. Reactive clay across Wyndham Vale, Point Cook, Cranbourne and Officer routinely adds $10,000 to $30,000 for deeper piering or waffle raft engineering. Sloping blocks in the Yarra Ranges, Warrandyte and Mornington hinterland add $15,000 to $50,000. Always demand soil report + contour survey + site-cost cap in the contract before you pay a deposit.
Real turn-key means driveway, landscaping, letterbox, blinds, fences, floor coverings and a compliant Occupancy Permit. Roughly half the volume market advertises "fixed price" but excludes site cost, driveways, floor coverings and provisional sums. Cross-check the inclusions PDF line by line and specifically ask whether Bushfire Attack Level (BAL) construction upgrades are included - Yarra Ranges, Mornington Peninsula and outer-north lots often need BAL-12.5 to BAL-29 upgrades that add $8,000 to $35,000.
Every domestic build in Victoria over $16,000 must carry Domestic Building Insurance (DBI), administered by the VBA. Ask for the DBI certificate before you pay a deposit - no cert, no legal build. DBI covers you if the builder dies, disappears or is deregistered, up to $300,000. Check the builder is currently registered on the VBA public register (register.vba.vic.gov.au) before signing.
Growth Areas Infrastructure Contribution (GAIC) applies to specified growth corridors and is roughly $107,000 per hectare (2026 rate) when it triggers - usually paid by the developer but sometimes passed through. Section 173 agreements are registered on title in many Melbourne estates and can restrict facade, driveway, fencing and even paint choices for 5 to 10 years. Always ask your conveyancer to flag both before you sign a land contract.
A typical 4-bedroom, 2-bathroom volume-builder home in Melbourne (~200m² of house area) lands between $520,000 and $720,000 turn-key. Custom-built at the same size runs $800,000 to $1.4M depending on suburb, spec and BAL upgrades.
In outer growth corridors (Wyndham, Casey, Melton, Whittlesea) building is typically cheaper than buying established at the same specification. In middle and inner suburbs buying established is usually cheaper on a like-for-like basis, but building wins on new fixtures, no repair backlog, no stamp duty on the build cost (only on land) and full statutory warranty.
Standard construction loan requires 20% deposit of the total project (land + build), or 10% with Lenders Mortgage Insurance. First Home Owner Grant of $10,000 applies to new builds under $750,000 in Victoria for eligible first buyers - check current thresholds on sro.vic.gov.au.
The biggest hidden costs: site cost (soil, slope, access - $10k-$50k), council + VicPlan permit fees ($3k-$8k), water headworks via Yarra Valley Water / South East Water / Greater Western Water ($6k-$14k), Bushfire Attack Level (BAL) construction upgrades ($8k-$35k where applicable), driveway + fencing + landscaping ($18k-$45k), and stamp duty on the land component (check current SRO calculator - concessions apply to eligible first buyers).
