The Victorian Building Authority (register.vba.vic.gov.au) publishes every registered builder in Victoria with their current registration status, class of work permitted and any active disciplinary proceedings. Search by name, business number or licence class. If a builder is not on the register, or their status shows "suspended" or "cancelled", walk away. This is the single most important check and takes 90 seconds.
Every Victorian domestic build over $16,000 must carry DBI issued through VMIA (Victorian Managed Insurance Authority). Ask the builder for the DBI certificate for YOUR specific job BEFORE paying a deposit. The cert must be job-specific - a generic company statement is not enough. DBI covers up to $300,000 if the builder dies, disappears or is deregistered.
1. Show me the DBI certificate for my job. 2. Show me your current VBA registration and class. 3. Give me three recent handovers I can drive past and one buyer I can call. 4. What is the fixed site cost, and is it capped in the contract? 5. What happens to my deposit if you go into administration? 6. Show me the itemised inclusions PDF - and confirm floor coverings, driveway, landscape and Occupancy Permit are all in.
Since Porter Davis collapsed in April 2023, Melbourne buyers face heightened builder-insolvency risk. Warning signs: builder asks for more than 5% deposit, DBI cert is not job-specific, quotes are 10%+ below competitors on a like-for-like scope, builder pushes for a signed contract before inclusions are finalised, negative reviews cluster in a 3-6 month window. Cross-check every builder against CAV's public complaints history.
5% is the legal maximum for a Victorian domestic building contract under $20,000, but industry practice for larger builds is also capped at 5-10% depending on the contract type. Never pay more. Never pay a "reservation fee" that comes off later - it is unregulated and lost if the builder collapses.
Consumer Affairs Victoria (consumer.vic.gov.au) publishes builder complaints and disciplinary action. VCAT decisions (austlii.edu.au) show contested disputes. VBA register shows current disciplinary status. Google reviews are useful but easy to fake - weight independent sources more heavily.
Volume builder wins on price, speed and predictability for standard designs on standard blocks - the national project-home groups operate at scale across Melbourne's growth corridors. Custom builder wins on design flexibility, complex blocks (sloping, narrow, heritage adjacent) and finish quality. Custom typically costs 40-80% more per m² and takes 4-8 months longer.
