Building in Frankston City

Your Melbourne southern-bayside council approval guide

Overview

Frankston City Council covers Melbourne's southernmost bay coast plus surrounding growth pockets, Frankston, Frankston South, Frankston North, Karingal, Seaford, Skye and Langwarrin. Faster planning turnaround than any inner-Melbourne council (typical 6-10 weeks for standard applications), larger blocks (500-800m² common), and lighter heritage constraints make Frankston a friendly council for standard project homes. The bay-facing western strip has coastal overlays; the eastern side is straightforward suburban.

Local considerations

Bay-facing coastal + foreshore controls

Homes within 1km of Port Phillip Bay in Seaford and Frankston South have Foreshore Overlays limiting building height (usually 7.5m max) and requiring landscape screening. Coastal marine-grade fixings recommended for any structure in salt-spray zone. Adds 5-10% to build cost.

Character pockets in older streets

Parts of Frankston South (Kananook), Frankston central (near Beach St) and old-Seaford have Neighbourhood Character Overlays. Not intense - primarily front-facade materials and roof pitch. 3-6 weeks of extra planning time vs standard streets.

Big blocks + planning-friendly zoning

Most Frankston blocks are 500-800m². Standard General Residential Zone with pragmatic Rescode application. Fewer overshadowing / overlooking disputes than inner-Melbourne. Council is proactive on pre-application meetings.

Frankston planning permit timeline

VicSmart minor works: 10-30 business days. Standard residential planning permits: 6-10 weeks (fast). Coastal or character-overlay referred: 8-14 weeks. Notable outlier: applications for medium-density (townhouses, dual-occupancy) run 4-6 months.

Building Permit Process (Victoria)

Victoria separates planning permits (about land use, from your council) and building permits (about construction methods, from a Relevant Building Surveyor). You usually need the planning permit FIRST, then the building permit.

  1. Check zoning + overlays

Use VicPlan (planning-schemes.app.planning.vic.gov.au) or your council's interactive map to identify the zone, any heritage overlay, character area, environmental overlay or growth area zone that applies to your block.

  2. Planning permit (if required)

If your project needs a planning permit (most heritage / character-area / larger developments do), lodge with your council. VicSmart is a fast-tracked pathway available for some minor applications.

  3. Appoint a Relevant Building Surveyor (RBS)

The RBS must be appointed by the OWNER (not the builder). Choose either a municipal or private building surveyor. This is a legal requirement in VIC.

  4. Building Permit Number (BPN) via BAMS

Your RBS applies for a 13-digit BPN through the Building Activity Management System (BAMS). Since 26 November 2025 a new formula for the Calculated Cost of Works (CoW) applies. New BAMS reporting fields (including mandatory architect status) took effect 20 March 2026.

  5. Building Permit Levy

Required for works costing over $10,000. Rate: 0.00064 general levy + 0.00064 DBDRV levy of the CoW. Pay via the BPC secure portal (BPAY or card). Your RBS cannot issue the permit until the BPN is received.

  6. Construction, inspections + occupancy

Build proceeds under RBS inspection at prescribed stages. On completion, the RBS issues an Occupancy Permit (or Certificate of Final Inspection for extensions).

State Building Fees (VIC 2026-27)

These are STATE fees, identical across every Melbourne council. Your council may charge additional planning-permit application fees on top, see per-council notes below.

Frequently asked questions

Is Frankston planning permit turnaround really faster than inner-Melbourne?

Yes - noticeably. Frankston averages 6-10 weeks for standard residential planning permits vs Yarra/Stonnington/Bayside at 4-9 months. Reason: fewer heritage overlays, more code-compliant streetscapes, less neighbour-objection density. If you want a faster path to build, Frankston is a friendly planning environment.

Do I need special construction for a Seaford beachfront block?

Yes if within 1km of the bay. Marine-grade (316) stainless fixings on all external metal, Colorbond Ultra roofing, epoxy-coated pump housings for any pool/water feature. Foreshore Overlay may restrict height (usually 7.5m max) and require landscape screening. Confirm overlay via VicPlan.

Can I build a townhouse or dual-occupancy in Frankston?

Yes on suitable zoned lots. Frankston is more permissive than most inner-Melbourne councils on medium-density but application still takes 4-6 months and needs comprehensive traffic + parking + landscaping assessment. Book pre-application meeting first.
