Volume and project builder bands sourced from published price lists (Rawlinsons Australian Construction Handbook 2026 edition, cross-checked against ABS Producer Price Indexes Table 17 for VIC). Custom + boutique bands sourced from ARBV member-firm annual publication.

    Restricts demolition and external changes. Requires a Planning Permit before Building Permit issuance. Typical process 4-8 months. Colour palette, roof form and setback controls apply.
  • bushfire management overlay
    Councils commonly affected: Yarra Ranges, Nillumbik, Cardinia, Mornington Peninsula, Macedon Ranges, Murrindindi
    Requires a Bushfire Attack Level (BAL) assessment before Planning Permit. BAL-12.5 to BAL-FZ construction adds $15k-$120k depending on rating. CFA referral required.
  • land subject to inundation
    Councils commonly affected: Wyndham, Casey, Kingston, Bayside, Frankston, Mornington Peninsula
    Requires flood-level modelling before Building Permit. Slab or floor level typically raised 300-600mm above 1-in-100-year flood level. Adds $8k-$25k to siteworks.
  • design and development overlay
    Councils commonly affected: Melbourne, Port Phillip, Stonnington, Yarra, Boroondara, Glen Eira
    Height, setback and form controls tied to a specific precinct schedule. Requires a Planning Permit unless the design demonstrably complies with the schedule.
  • section 173 agreement
    Councils commonly affected: Any VIC council on any lot
    A registered agreement on title binding future owners to specific obligations (drainage, easements, environmental works, design controls). Cannot be discharged unilaterally. Read title before signing any land contract.
  • growth areas infrastructure contribution
    Councils commonly affected: Wyndham, Casey, Cardinia, Hume, Melton, Whittlesea, Mitchell
    GAIC is a statutory levy on land subdivision or Building Permit issuance in the Urban Growth Boundary. Rate as at 2026: $128,681 per hectare (indexed annually). Payable at first "GAIC event" - often bundled into H&L package price.
