The 10-step framework

  1. STEP 1

    Choose the pool type deliberately

    Three families: concrete (in-ground, formed with steel and concrete, tiled or plaster finish), fibreglass (one-piece factory-built shells, craned in), and vinyl liner (steel or polymer walls with vinyl liner, less common in SA). Concrete is fully custom but longer build and highest cost. Fibreglass is fastest and typically cheaper but limited shapes. Choose based on shape flexibility versus timeline.

  2. STEP 2

    Size the pool to actual use

    A lap pool for exercise needs at least 8m length, ideally 12m. A family fun pool prioritises width and shallow area over length. A plunge pool for cooling off can be 3m x 5m. Small pools use less water, less chemicals, less energy but limit function. Match the size to the honest use case, not aspiration.

  3. STEP 3

    Understand AS 1926 fencing requirements

    AS 1926.1 and AS 1926.2 govern pool fencing in Australia. In SA, any pool holding water more than 300mm deep must be fenced. Fence height minimum 1.2m, no climbable footholds within 900mm of the top, gate self-closing and self-latching with the latch above child reach, and no direct access from house doors without a compliant barrier. Non-compliance carries fines and civil liability.

  4. STEP 4

    Confirm planning and building consent

    Swimming pools in SA typically require both planning consent (except in some estates where they are complying development) and building consent. Applications include: siting, plumbing, electrical, fencing plan and structural design. Some overlays (Character Area, Historic Area, Bushfire) may add restrictions. Build the paperwork early; approvals can take 8 to 16 weeks.

  5. STEP 5

    Get soil and site assessment

    Concrete pools need engineered footings sized for the soil type. Reactive clay adds cost due to piered or bored footings. Rock adds excavation cost. Fibreglass pools need a stable base but simpler footings. Get a soil test before signing the pool contract; site cost surprises can double the base price.

  6. STEP 6

    Plan services access early

    Pool equipment (pump, filter, chlorinator, heater) needs a dedicated pad with power, water supply, and drainage. Position the pool equipment carefully to reduce plumbing runs but not too close to bedroom windows (pumps are audible). Solar hot water and pool heaters need roof space and pipe runs. Plan all this at design stage.

  7. STEP 7

    Budget for the total pool project

    The pool shell is typically 40 to 60 percent of the total project cost. Add: excavation and rock removal, structural engineering, retaining walls if the block slopes, decking or paving surround, fencing, pool cover, heater or solar heating, cleaning equipment, safety devices and initial water fill. Total project can be 1.5 to 2 times the base pool quote.

  8. STEP 8

    Understand running costs

    Annual running costs include: electricity for pumping and heating, chemicals (chlorine, acid, salt, stabiliser), replacement equipment (pump every 8 to 10 years, chlorinator cell every 3 to 5 years), and water top-up. Adelaide summers are hot and long, driving pump run time up. A pool cover cuts evaporation and chemical loss significantly.

  9. STEP 9

    Consider pool heating and cover strategy

    Pool heating options: solar (roof panels, longest payback, works when the sun is out), gas (fast heat but high running cost), heat pump (best year-round efficiency), and no heating (cold water most of the year). A high-quality thermal blanket or slat cover cuts heating cost significantly and reduces evaporation. Decide upfront; retrofitting is expensive.

  10. STEP 10

    Compare quotes on same specification

    Pool quotes vary widely because inclusions vary. Normalise the quote: exact pool dimensions and finish, structural specification, exact equipment brands and warranty terms, coping and paving, fencing type, cover system, initial fill and chemicals, and warranty coverage.
