An information-only vetting guide for granny flat builders working on Bentleigh period homes. A Bentleigh granny flat can be either a Dependent Persons Unit (DPU, dependent-relative only, temporary) or a Secondary Dwelling (2023 planning reform, permanent, lettable). Both are capped at 60m² and both need Planning Permit approval in most cases. In Bentleigh's established-suburb lots, service split and Heritage Overlay implications shape the design more than the class distinction. BuildPilot is not yet matching builders in Bentleigh - this is a curator's checklist while VIC matching rolls out in 2026.

Predominantly inter-war and post-war Californian bungalow, weatherboard workers' cottage and 1950s solid-brick veneer. Growing KDR replacement stock 2015-2026 with double-storey infill.
Roughly 15-25% under Heritage Overlay - lower than Boroondara/Stonnington. Neighbourhood Character Overlay applies more broadly. Vegetation Protection Overlay on select streets. Glen Eira planning permit lead time: 3-6 months for standard KDR + double-storey new build, 4-8 months where NCO/HO applies.
Median residential lot 500-650m² across Bentleigh, Bentleigh East and McKinnon. Redevelopment lots 400-500m² common in townhouse zones.
DPU is dependent-relative only and cannot be rented commercially - it must be removed or converted when the relative moves out. Secondary Dwelling under 2023 reforms is permanent and can be rented on the open market. Which route suits Bentleigh depends on Glen Eira City Council's local policy and whether the primary dwelling remains the principal residence. Get the classification confirmed in a pre-application meeting before drawings.
Only if classified as a Secondary Dwelling under 2023 planning reforms. A DPU is dependent-relative only. Both share the same title as the main dwelling. Full subdivision (separate title) is a separate Planning process, typically under Clause 55 dual occupancy, and much slower.
Roughly 15-25% under Heritage Overlay - lower than Boroondara/Stonnington That means most external work (extensions, window relocations, front-elevation changes, roof-form changes) triggers a Planning Permit before Building Permit. Internal-only work often only needs a Building Permit. Check Glen Eira City Council's heritage assessment guidance or a title search on VicPlan (mapshare.vic.gov.au) before you commission drawings.
Three checks: VBA public practitioner register at vba.vic.gov.au/practitioners/register (ARBV register at arbv.vic.gov.au for architects); Domestic Building Insurance (DBI) eligibility confirmation with VMIA for your contract price - compulsory over $16,000; Three completed Glen Eira City Council projects delivered in the last 24 months, with the client's permission to inspect. Do all three before you pay any deposit.
10-25% above Melbourne median trade rates - lower than Boroondara/Stonnington but higher than growth-corridor rates. Contributing factors: heritage-detail skill premium, tighter site access on established streets, specialist trade selection (heritage plaster, cast iron, leadlight, sympathetic joinery), and premium finish-level expectation on Bentleigh projects. Trade rates in Bentleigh track closer to inner-Melbourne premium rates than to greenfield growth-corridor rates.
